  1. I know SVCD has better picture quality since it uses higher bitrate. What about if I lower the SVCD average bitrate to 1150k/sec, max set to 2520k/sec, will SVCD and VCD has the same picture quality? Will 480x480 make difference?

    No they won't have the same quality the VCD will be better because SVCD has such a higher resolution. The higher your resolutuion the more total pixels you have. At the same bitrate as VCD you will be spreading your bits over many more pixels, which means the quality will drop significantly. VBR encoding does help alot but not enough to offset the difference between 352x240 and 480x480, especially since your bitrate is still quite limited.

    If you want to use a low bitrate your probably better off with a standard VCD or a non-standard version of it. To use a resolution as high as 480x480 you really need an avg bitrate of at least 1.6mbits, and even at that bitrate you are still going to see a fairly noticable decrease in quality.
