  3. I think you have a slight bit of confusion NTSC is a standard for video used in Canada, the USA and Japan. PAL is a video standard used in Europe. A PAL VCR/stand alone/TV can't play NTSC disc and vice versa (ya ya I know...)

    So use either NTSC or PAL based on where you live. For best quility there are a lot of things you can do:

    up the bitrateencode with 2pass VBR (or CCE and 3-5pass)
    encode SVCD IVTC to go from 30fps -> 24fps (ie. higer bitrate per frame)
    etc. etc.

    If you using a DVD source I'd get DVD2SVCD from http://www.doom9.org best (and easiest) program out there. It's a front end program that runs:

    vStrip -> DVD2AVI -> tooLame -> CCE -> pulldown (NTSC) -> bbMPEG -> VCDImager

    in theory just insert DVD, choose settings, and click ok. You'll get an image file ready to burn ov your SVCD/s.
