Need help on making VCDs

Ok I have followed all the directions that are in here and it does not work.

My question is do you have to convert the file before you burn with Nero 5.5. and if so how do I , I downloaded and tried tmpeg and then burned with Nero, and I can not even play the newly created VCD on my computer or DVD player.

what am I doing wrong.

First I tried to burn from nero using the VCD option. It did not work. would not play on the computer or DVD player.

So I followed the directions that are on this site.

I found out what the fps were, so I used tmpeg the way it says to do so on here and Burned it using Nero by the direction on here.

and still it will not play on the computer or DVD. I appreciate any help you can give me.
