I've been looking through the list under the capture cards but i want some advice on a good low budget card to get. Its for my dads cpu (pretty slow) 400mhz amd with 128mb ram. All he wants to do is take some video tapes and convert them to vcd's and eventually dvd's. I know the system is too slow for dvd's now but it should work for vcd's. Any you would suggest?? I have an older ati aiw 128 pro but its only 16mb and sucked for capturing. Plus my aiw 7500 won't work cause he doesn't have agp.

your processor is a major problem.
You can't do direct to mpeg software captures, even though ATI says you can, that's bullsh!t.
You need a MPEG Hardware board or a simple tv tuner and capture to AVI and transcode.
Since your CPU is slow, you might want to explore a hardware encoder. -
Try Pinnacle Systems MP20, cost around $250, a real-time MPEG-1 or 2 capturing and hardware encoder with acceptable quality (especially MPEG-2). Since this is a hardware encoder, you system speed is not important.
