and also top or bottom first??? how do i determine what my source is and what will making this setting wrong do to affect my vcd?

VCD is always progressive. If your source is MPG2 you can load the file into Bitrate Viewer and it will tell you alot about your MPG2.
If you are using TMPGEnc, just load up the template for VCD. Very simple, very easy, very very. -
So when im ripping a dvd to vcd i always choose progressive no matter what? And what does this top or bottom field first setting mean?

Well when using TMPGEnc and loading the VCD template it will select these options for you. If you are using another program to encode that does not use templates, you can load your VOB into Bitrate Viewer to see which settings you would pick. Bitrate Viewer lists all the specifications of a MPG.
