Time Shift a subtitle in SSA format

I have a movie on VCD and found a timed script for it (SSA format) I can get the subtitle on the mpeg file with virtual dub, but it's off about 13 seconds (I think it's the difference between VCD and the DVD).

My question (I did a search here and couldn't find an answer) is this:
can I shift the subtitle by 13 seconds without having to redo the entire thing?

I opened the SSA file in Substation Alpha, but didn't see how to edit (granted I am a newbie at SSA).

Any suggestions would be great.
