Ok everytime i use VBR 4 in CCE it locks up on me about halfway through the coversion process. Here is the log:

Okay, it looks like its not CCE but BBMpeg that's crashing, indicates maybe a bad download of program file or corrupted later, access violation is in module DVD2SVCD, that's your "Internal Error". You have your MPV and MP3 files, just mux them manually in BBMpeg, image with VCDIMAGER or some such, and burn.

If you research the forum over at doom9.org, you'll find that CCE freezes happen to lots of people, me included. While I was researching this (7 or 8 months ago), they were coming up with new things to try literally every day. The bottom line is that there were some users that they could never figure out why it was freezing (maybe they have solved it for everyone by now, I don't know). In one of the threads, someone said they had solved the problem for themselves by setting the max average bitrate (on the bitrate tab of DVD2SVCD) to 2,000. This was easy enough to try, so I gave it a shot. I've never experienced a freeze since then. The quality of my conversions are fine. I've been inching up the max average bitrate lately just for the heck of it in hopes of finding the cutoff for my specific machine.

I see you are using XP Pro. Has this EVER worked? I find for some strange reason that I cannot open and use bbMpeg normally. I have to go to Load and then Cancel, then I can use Start Encoding. If I go straight to Start Encoding it will just exit out. I use a macro program to automate all this and forgot about that problem.
From the log, it is definitely bbMpeg that is crashing, look for the "Muxed_file" in that line and make sure it is actually there.
