TMPGEnc encodes movie faster than the progress bar

i am trying to make a vcd of monsters inc off an divx movie but every time i set it up with a vcd template it encodes the movie faster than the progress bar ,something like the movie finishes at around 40% then goes blank why is this
i did check the framerate of the divx movie which was 23 fps so thats what i changed the TMPGEnc settings to to keep the audio in sync
am i doing something wrong?

If you have all the movie at 40%, then load back in to TMPGEnc merge/cut got to the end of the movie, if the frames are the same at the end, use the source rage to save out just the movie.

First check the AVI for junk frames with Vdub
