OK, I have burned a couple of VCD's with fair to poor quality. I have TMPEGEnc and VirtualDub. My writers are Nero, Easy CD Creator or Video Pack 5. Walk me step-by-step (if you will) to make a good quality VCD. I have read guides and in this forum for days. Patience please...

If your source VCD (=mpeg file) has a bad quality... you can't make it better anymore... sorry

If you're unhappy with the results when using TMPGenc and the standard VCD template, then your source video is not good enough. As El Torro said, there really isn't any way to make it better.
BTW, why "11.98 fps"? -

Thanks for your patience with this newbie. Last night I burned a good quality VCD. Be careful if you are new to this and don't try to overtweak with TMPGEnc. I wasn't using the standard templates and making hit and miss adjustments with the settings, Result=crappy quality. Lesson learned-keep it simple in the beginning. Don't read too far ahead(like I did) until you have the basics. BIG thanks to King John.

Found good quality with Kazaa LITE under DVD rips but unable to loacate "KingJohn DVD HQ with Kazaa LITE. Found it with Limewire but it appears to be mislabeled.

I have several of these files that are downloaded in my "shared folder" on KazaaLite that have a Windows Media Player logo that I think is over Notepad. They all say "download 10290267158689656" or some other number. They appear to be ".dat" files. Are they partial downloads of AVI's? Thanks.

Yes, I can see them in my Kazaa download, but I was not sure if they were the same files since they aren't labeled as anything but "download". Now I checked and see they are the same size. Now that I can burn, I would like to improve the quality. Is there a very simple layman's guide to filter settings for TMPGEnc? Thanks again...

OK, well you need to wait until they all download before you can do anything with them. Once they have finished downloading the names will change to what they suppose to be.
Nothing to set up in TMPGEnc, just browse for your AVI, then click the load button and select a PAL or NTSC VCD template, then click start. -
Got it. And one of the keys 8) to getting quality is to find AVI'a above 700MB to ensure they are good copies? Also, from what I understand, PAL format will generally not work since I am in north america so I should stick to NSTC?

Yep, search for "DVD" and limit the size of the search to anything over 700Mb
As for the TV standard, you need to make a test PAL disk to see if your DVD player will play them and your TV will display them.
All sorts of combinations out there. PAL in PAL out, PAL in NTSC out etc
I have PAL, but both the DVD player supports NTSC, so does the TV but I have to convert them anyway to VCD so might as well select PAL
