when watching a VCD on my 32" screen, the charecters on the movie look
very TALL and SKINY, is there a way to fix this? THANKS

In TMPGEnc advanced tab, set video arrange Method to [Center custom size] instead of 352x240, replace that 240 with something less, (maybe 220 in your case), try in a short clip first.

Full screen > keep aspect ratio is the correct setting
Any other will result in the loss of the sides of the movie, or stretched frames.
If the source is almost full screen, you can select full screen, then use the crop to remove any borders
Borders can be zoomed out with a widescreen TV
