Okay so I have downloaded a VCD file of the net and want to convert it to a DVD compliant mpg file (yes I know the quality is crap, but I dont mind) - My thing is this - If I use TMPGenc to do the encoding using the DVD template - I will need to strip the audio prior to this and convert it to 48k right?
Secondly for those of you who do conversions to fit on DVD-R - I am looking at just making the DVD compliant mpg files about 2 gig in size. Since pirated movies aren't that high in quality there is no point trying to push the 4.7Gig mark. What I want to know is - even after selecting the template - what settings can I change to get the file (say of movie length 1h40m) to be about 2Gig?
Thanks for any help.

There is no need to recode the movie, use the actual video and convert audio. Even if you use the DVD template, it won't improve the video, only you spend more space.
Follow the next steps:
demultiplex the video
convert the audio to your favorite format (mpeg, pcm or dolby digital). Remember that 48000 sample rate is needed.
Then use your mastering software and -
The thing is - I followed the DVD-VCD guide here at VCDhelp but this failed to make any workable DVD-R's, so my only choice is to re-encode using the DVD-compliant template in TMPGenc.
Since the whole DVD-R thing is new to me, I initially thought that DVD mpg's were set at a constant bitrate hence file sizes of 4+GB and based on movie length. But what I have come to discover is that the bitrate can be changed (with the corresponding quality loss too). So I want to use TMPGenc and use the DVD template - but I know there are a few variables that can be changed, so I am looking for someone who does this or knows this and can tell me what I should change in order to get a movie say nearly 2 hrs to only be 2Gig in size yet be a fully DVD compliant mpg.
