My VCDs has both Cantonese & Mandarin. But when I am playing it with Window Media Player or PowerDVD, I am getting both language. Cantonese on the left speaker and Mandarin on the right speaker. I try looking for settings, but they didnt have any. so instead, i basically turn off the right speaker. is there another way to do it. I really like to use two speaker instead of one. any idea why it is like that???

I don't think you can do this with Windows Media Player, but with PowerDVD you can simply even while the movie is playing, select how it will play Audio, usually it goes like this:
Left
Right
Surround
I don't recall by heart on how to accomplish this, but I do know it is possible to do it, check the PowerDVD Manual for further assistance regarding this topic.
