Problem using Nero to create a VCD

Here is what I do step by step:

Enter CD-R into drive
Select to make a VCD
Move the mpeg files over to be copied
Create the menu
Click Burn

It does its thing and when it is done, i put the movies in my computer (which plays VCD's always w/o problem) and it says either the disk is corrupt or the format is not valid for windows. What am I doing wrong that it isn't working?

Has every VCD you have made (using the procedure you outlined) given you the same trouble, or have some of them worked?
