Since everyone here was so helpful with my other query regarding NTSC to PAL conversion, I thought I'd try another question in here
My problem is with the quality of MPEG files produced by TMPGEnc using the VideoCD template.
I am capturing from a VHS tape, or direct off-air TV picture, to DV AVI using Premiere. The DV file is beautiful quality - no problem there. MPEG2 quality from TMPGEnc is also beautiful quality - no problem there either.
The problems start with MPEG1, using the VCD template. All the motion is extremely blurry - as soon as anything moves in the image, it's like a smoke-screen appears in front of it, until it stops moving again. The result is unwatchably terrible. MUCH worse than a VHS recording!
I have tried upping the motion search precision to maximum quality, but there are so many options in TMPGEnc that I simply don't understand, I wonder if there's some other setting I need to change to sort this out?

I am having much the same problem. My problem is extreme blockiness on high motion video.
However, the next method I'm going to try is increasing the bitrate on the VCD. This method is explained at the BBS in TMPGEnc's website (copy from another post):
1. First start tmpgenc, then load your avi file, then click the "LOAD" tab in the bottom right corner then LOAD the "unlock.mcf" template then all the settings will be unlocked, this is how you load templates , there should be 2 folders full of templates with different setting and differant names like "vcd ntsc" and "vcd ntsc film" and "svcd ntsc" and "svcd pal" ect,ect, you load a template for what you want to do, so you want to make a "ntsc vcd" but you want to use a higher bitrate, so you load the "ntsc vcd template" then you load the "unloac.mcf" template so you can raise the bitrate.
2. raise the bitrate of your vcd ,if you raise the bitrate of your vcd to about 1650kbs you will get about 60 minutes of video per cd, with much better quality than the standard template..
Let me know if this works for you, hopefully it will work for me when I get a chance to implement.
