whats the aspect ratio of the downloaded movie?
you should be able to select the source and change the ratio with tmpgenc. -

From there you can experiment, but if you chose "Full screen" (Streached) this will remove the borders, but at the same time you will loose part of the picture. Its better to leave it at "Full screen keep aspect ration" with a wide screen TV you can zoom them out. -
the movie i downloaded was a widescreen aspect but when i was watching it on my tv it became a tv aspect which stretched the people. can anyone tell me how to make it so it shows widescreen on my tv so it looks the same way it was when i downloaded it. (step by step). THANKS

Are you trying to say that you want the movie to appear (on your TV) with black borders at the top and bottom i.e in widescreen? If this is the case:
load your original movie (the one you downloaded) into TMPGEnc
load your template
click setting
click the advanced tab
change the 'source aspect ratio' to 1:1 (VGA)
change 'video arrange method' to full screen (keep aspect ratio)
voila! -
