As you are probably already in the Merge & Cut process, it is relatively easy.

You load the original file with the Add button.

Name the new file name of the first file you will make.

Select Edit. When the new window pops up, select the Start and end points.

Select ok. When the program returns to Merge & cut window, your old file has new times on it (the start and end times you just set).

Select "Run". The program will now create the first file containing the first half of your original file. It will be named the name you gave it in the third step.

Repeat this procedure for the remaining part of your original file -- Voila!
    Hello.

Are you in the right place ?
File > Mpeg tools > Merge and Cut
Also change the drop down arrow to "MPEG1- Video CD" The two parentheses brackets can be used to mark start and end {start } end Moving the slider to the end will show you the playing time.
