Hi,
You can re-encode MPEG1 files to MPEG2 with TMPGenc, but i would mean more quality loss becuase of the extra encoding.
If i'm not mistaken, Nero (5.5) can burn your MPEG1 and 2 files just fine.

1. Use Tmpgenc to reencode from mpeg 1 to mpeg 2 - use CQ 2500, sound 224. Use noise reduction filter if needed. Result is very good, very little loss of quality on computer screen. No visible loss on TV.
1a (optional). Use toolame to encode the sound separately and mux video and audio streams with BBMPEG to get better compliance.
2. Use vcdimager to make cdrom images.
3. Use fireburn to burn your svcds.
Beautiful, easy, fun!
