How can I resize Cinema Craft using Tmpgenc?

You can not.
But if you like to resize a video with a little help of the TMPG filters and encode with ccesp, yes, that is possible.
Load your video source into TMPGEnc, configure as many filters as you like and save the project. Convert the *.tpr with VFAPIconv and load that "pseudo" avi into ccesp. Note, that TMPGEnc is actually a MPEG encoder, not an editor. So the number of filters is limited. I recommend to use a video editor, e.g. virtualdub, aviutl or Avisynth.
