    Is there a simple way to resize an MPEG2 file without reencoding the movie?

    For example if you have a MPEG2 with 384x288 and you want to make a SVCD out of it what seems t need 480x576...

    If I understand you correctly (which I freely admit I may not do!!), when you say 're-size' you actually mean 'change the resolution'.

    This being the case, the resolution is an integral part of an MPEG2 video stream that is used to correctly compress the original video at encode time.
    Therefore, the only way to change a MPEG2 video's resolution is, unfortunately, to re-encode.

    However, you don't necessarily have to pump it back through CCE or TMPGenc and thereby re-calculate the whole GOP structure etc.
    An application called ReMPEG can simply change the resolution and/or bitrate of the file and just re-encode the pure video. (NB - it still takes a hell of a long time though )

    If I do misunderstand you then just write an aviSynth script to load and resize the MPEG2 file. Then open it in whatever app you want.
