when converting an avi with an audio bitrate of 128 kb/ps, is there any point setting the audio conversion rate any higher than 128 in tmpge?

no...you can't improve quality if its alraedy 128

I would say yes. If it is 128 VBR then this is likely to be better quality than 128 CBR. Also, the DivX audio is mp3. VCD audio is mp2, and for any given bitrate mp3 is higher quality than mp2.
I would agree there is little point in going to the standard 224, but I would suggest 160 in TMPG. -
I always use 128 and have never been dissatisfied with the results ... I guess it is a matter of personal taste

I'm sure 128 is very acceptable, but the point I was hoping to make was that 128 from a DivX is not equivalent to 128 from a VCD.
