For VCD??
You can go via FlaskMPEG route or the DVD2AVI + frameserve to VirtualDub route for hard-encoded subtitles.
Have a look at the subtitling guides at http://www.doom9.org for details.

I got the Video already and the subtitle is in *.idx format.

It would be more useful if you were to tell us which format you are starting from and which output format you are aiming at. We are good at reading minds but make the occasional mistake.
If as I suspect your movie is a DIVX:
Use VirtualDub and extract the audio to a wav file
load the video in virtualdub
apply the smart resize filter
apply the vobsub subtitle filter and point the filter to your idx/sub files
frameserve the resulting video
pickup the frameserved video in TMPGEnc and encode to MPEG, VCD format.
Cut your video into 2 using TMPGEnc and burn the resulting 2 files to VCD with Nero...
You will find tutorials on the site that describe the process in more detail.
