I put together a slide show last week with great results.

I happened to have Pinnacle Studio 7 on my PC from when it was bundled with a capture card. I just checked - it is going for $25 or so on EBAY.

I wanted the ability to do some neat transitions between photos and have precise control of when the music started and stopped in relation to the slide sequence. I couldn't do this with other software such as Ulead Picture Show.

It outputs in AVI, MPEG 1 or MPEG 2.

I was interested in MPEG 2 and ended up with a great DVD and VHS video.
(Used Dazzle Moviestar to combine multiple mp2 slide sequences into one mp2 file, and DVD Complete for DVD Authoring and Burning)

I am assuming the MPEG 1 path is the way to go for VCD.

Good Luck and have fun !!

You can do so also with TMPGenc :
instead of encoding an avi, you enter the JPeG files (be sure the resolution is correct, TMPGenc can do auto-resizing/scaling if necessary).

At the end you use the tools of TMPGenc to mux all together to 1 mpeg, with/-out a MP2 for the audio...
