I want to put the episodes two per DVD-R. What is easiest software to create a first play menu so I can select the episode to view? The programs I've looked at seem to complicate the process and don't seem to work from existing vob files .

I put all four on the DVD-R and use the original animated menus and it looks identical to the original! Woo hoo!
I use:
DVDDecrypter
DVD2AVI
AVIsynth
CCE 2.50
Pulldown
Scenarist
IFOupdate
IFOedit
Nero

Your answer does not address the question. You can't put 8GB on a DVD-R. You are reducing resolution by 50%,that cannot preserve the DVD original resolution.

You are quite correct - I did not answer the question. I put down something that I thought might have been of interest to you, but obviously wasnt.
BTW, I never said I preserved the original DVD resolution - I said it LOOKED the same (thanks to the efforts of high pass CCE VBR)
I thought I would put this down as no-one else was replying to your post and I thought you may wish to explore it. That's all.
