converting mp42 using tmpeg and virtual dub

I want to convert a film from avi format and wanted it as vcd(mpg-1)

I have tried encoding it in both virtual dub and tmpeg.

Virtaul dub says this: "couldnt locate decomposer 4 format mp42 (microsoft high speed Mpeg 4 version 2. Virtual dub requires a video for windows compatiable codec to decompresss video. Direct Show codecs such as thise used by Windows Media Media are not suitable".

Does anybody have suggestions of the software i need to do so. And converting it in a different way.
