making a vcd

i've downloaded a film in mpeg , i canwatch it on media player but not on anything else , how can i put it onto vcd .

What else do you want to watch it with ?. If you drop it into your VCD authoring program, does it complain ?. If not then yes it will go onto your VCD without further work.

Sometimes, its best to use TMPGEnc > split/merge but without a split, just run it through to see if there are any problems, this only takes a short time.
