u will have to speed up the audio too, using an external program (like cooledit or Sound forge), to match the time of your clip!!

the audio is matching the video in time before i convert it, but it get out of sync after converting.
And I choose 25fps because 23.976 isnt a vcd framerate if im right?
But my dvd player plays both NTSC & PAL.
Is there another way to get a vcd of my avi file? -
23.976 is NTSC Film which will probably play just fine on your DVD.Try a small sample convert/burn to CDRW and if it works...good.

open it in Virtualdub then click file > File information

This is a continuation of my comments based on the answers you provided since to me and others:
You must choose the proper framerate for NTSC or PAL according to where you live not just because your player can play both but because your TV will only recognize 1 type of signal properly. If you are in America its NTSC and therefore 525 lines and either 23.97 or 29.97 Standard.
The fact that you know that your avi is 23.97 already tells me that it is ntsc. You could try to convert the avi to mpg with no changes using TMPG. Some DVD standalone will play fine with 23.97 and 48000 bit audio.
Changing the audio to 44kbits should not affect sync so if you have problems then specify that in tmpg. There is an option in tmpg to set the 3/2 pulldown (which is really a pull-up and it will show as 29.97 in the video frame rate ouput window) it will convert the 23.97 to 29.97 as far as your player is concerned. You can try all combinations of changes (no change, 3/2 pulldown and/or audio mod) all are available in tmpg. If you select a range in tmpg then you don't have to do the whole file. Use cdrw for your tests if you can until you are satisfied.
You can make all these changes prior to running tmpg if you want by using virtualdub. There are a couple of methods as to processing the audio separately or remuxed in vdub which is the one I prefer when I use this method. This information has been posted many times already within the last week ot two so I won't repeat it.
