I have a PAL Camcorder. I want to capture the PAL video played on the camcorder and convert to VCD. Can anyone suggest the best video capture card which supports PAL video input under $ 50?

For under 50$ you can only really consider a TV Card for your capturing.
The BT878 chipset is by far the best to go for. You can download excellent third party development drivers from http://btwincap.sourceforge.net.
The BT878 chipset is present in both the Pinnacle PCTV Rave and Hauppauge WinTV PCI TV Cards. I have used a Pinnacle PCTV for the last year and get excellent PAL captures at DVD resolution.
