Where can I buy in the US a Video-capture card(Preferrably an external one) that can support both the PAL and the NTSC??? Is there a website that sells it in the USA ??

Most capture cards and external video capture devices supports both PAL and NTSC. Take a look at the retail box, it should specify both PAL and NTSC. There are some cards, especially hardware compression cards that are NTSC specific, but the wast majority can capture both formats (via the composite or S-video input).
