    Can i change resolution in an mpeg2 file without reencoding? if not any good programs to use to change resolution. and i got two resolutions to use a higer and a lower .. what is best.

    2. depends on the bitrate. Higher resolution = more details, but high resolution and low bitrate = compression artefacts.
