Does the Dreamcast really play Divx files, i thought that was a joke, i have the same Blade 2 Divx and i hate saying this as the sound on that thing is beautiful, but give this a try Open the Blade Avi up in Virtual Dub and select save wav from the file menu and give it a name.
Once thats done it will be saved as a wav, rename it so the file extension read ac3 instead of wav.
Now you need HeadAC3he and use that to convert the ac3 file to a proper wav, if you dont know how to use it get back to me, but mess around its not that hard.
Now open up Virtual Dub again and open Blade 2 again and go to audio and select wav audio add the headac3he wav and you now have the original video andd a wav soundtrack, now go to video and select Direct Stream, then audio and select Full Processing, the to compression select Mpeg layer 3 and click on the bitrate you want to use.
Now select Save avi and you will now have the same film but with an mp3 soundtrack, i know its fiddly, but its the best quality way i know of, let me know if it works, as im still dubious about the whole Dreamcast Divx thing, i though they barely played VCDs.
Just re read your post, what the hell are you trying, convert to VCD, preferably SVCD if you have a compatible DVD player, do you have any idea how good the sound is on that, most original DVD's dont sound that good the standard Dolby Digital bitrate is usually 384k.
Do you need that low a bitrate your gonna make it sound like crap, i have cam avis that would sound better than that
