Hello-
I have some 29.97 fps source from an old camcorder. I don't know why, but every other frame has lots of really bad noise. So, I figured it'd be nice to cut out every other frame (essentially make it 15 fps). But I still would like to make this a SVCD.
What's the best way to go about doing this?
