SVCD bin burning problem... XML?

Hey, I have a bin and a cue file for a SVCD, I've tried burning it in Toast as a disc image/CD ROM XA, but when I put it in my DVD player it doesn't come up as SVCD. It does show a pic/menu that tells me to press play, but when I press play it stops (I think the only reason I see this menu pic is because my Apex player can play raw jpegs?)..

Do I have to make an XML document for the bin to work, how do I write/make one?

Burning .bin SVCD images as XA should not work.
Use VCDToolsX. First VCDxRIP to extract the mpg, then VCDxGEN to create a .xml from the .mpg, finally vcdXbuild opening the .xml and obtaining two .img files. Burn these two .img as XA.
