  1. I want to encode a piece of film that is 720*480 4:3 29.97fps to NTSC VCD but keep getting major blockiness when water or crowded scenes appear what can i do to make the blockiness go away but maintain a sharp image, by the way i am using Tmpgenc.
    Any help would be great.

  2. You could try smoothing the blocks with TMPGEnc, but if you strictly keep to the 1150kbps rate with VCD, it will be hard. Can you make a XVCD?
