I want to encode a piece of film that is 720*480 4:3 29.97fps to NTSC VCD but keep getting major blockiness when water or crowded scenes appear what can i do to make the blockiness go away but maintain a sharp image, by the way i am using Tmpgenc.
Any help would be great.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays!

You could try smoothing the blocks with TMPGEnc, but if you strictly keep to the 1150kbps rate with VCD, it will be hard. Can you make a XVCD?

I am not keen on xvcd's but has anyone ever see a vcd which has extra's which are full screen [4:3] what is the quality like? How can i smooth the image in Tmpgenc?
