I am using VirtualDUB to try to cut a DIVX movie (.avi extension) into 2 parts, and the first part plays fine, but the 2nd part, the audio and video dont synchronize. What settings should I use to allow this?

Check for bad frames and remove them before you do any cut.
Always cut at "keyframes" (yellow key)
