    Just wanted to know the best way and the best program to use to crop a video. IE: adding black bars to hide bad sections of the video.

    try flask for vcd dont think it works on svcd though

    If you're using TMPGEnc, under settings you can set the parameters for cropping. It also lets you use other colours than black for masking.

    I know TMPGEnc works for AVI, MPEG1 & MPEG2 (if your AVI is DivX, make sure proper codec is installed).

    but beware; cropping or clipping will re-encode the previous file so you will lose quality....

    It would be uselful to start with if you told us what video format you are starting from, which output format you are looking to achieve, and on what operating system?
