I have some short home movie clips that are distinct, but I'd like to put them all on the same SVCD (CD-R).
Is this within the SVCD specifications? If not, are there tools to join the MPG files?

Sure, the SVCD template should allow for seperate mpegs to be all in the same cd. If you are using nero, just drag them all so they are in the MPEGAV window - it should do this for you.
