I would say it depends on the the software you have (or can get). I use Adobe Premiere for everything. It will mix mp3, wav, even audio from other video clips. You can overlay any audio over any video clip. Needless to say, the possibilities are quite endless.
If you are running Windows ME or Windows XP, they already have software included that can do this called the Windows Movie Maker. Its not nearly as powerful, but will easily mix mp3, wav, etc. with video. Recent versions of Mac OS also have a movie maker built in, I believe.
And then there's plenty of freeware available, but whether it will work well or not usually depends on the video source (avi, mpeg, divx, mov, asf, etc.)
I'm sure others will chime in and recommend their preferred software. Just so you know, mixing audio and video is a very basic function and you should be able to accomplish that in almost any retail package you might happen to pick up. Its so common, you might even be able to find something suitable at Wal-Mart.
Hope that helps!
