I like to reduce a given MPEG-file in VCD 352-288 format (it is now 45MB) substantly, so I can attach it to an e.mail. My provider accepts 4 MB.
Decreasing quality is no big problem.
Is there a tool that can do this? TMPGenc not seems to support such facility.

You can reduce it using Divix (see left hand side "Convert" link)
but keep in mind that it will only be playable on a computer
and that computer has to have the appropriate codec loaded.
Using Tmpgenc u have to lower the bitrate and the resolution
under "settings". Try 120x90 at 143kbs. It will be postage stamp
sized tho.
