When I use Tmpeg to demux a VOB into m2v and ac3 and open them in Tmpeg and encode to SVCD the audio is out of sync. Why is this happening?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays!

You should convert the ac3 into wav prior
to using in tmpgenc.
Looking at a typical DVD ripper report:
0x20 - SUBTITLE - English / Delay: -80ms
0x2C - SUBTITLE - Español / Delay: -80ms
0x80 - AC3 - 1ch / 48kHz / DRC / English / Delay: -88ms
0x81 - AC3 - 1ch / 48kHz / DRC / Français / Delay: -88ms
0x82 - AC3 - 1ch / 48kHz / DRC / Italiano / Delay: -88ms
0x83 - AC3 - 1ch / 48kHz / DRC / English - Director's Comments / Delay: -88ms
If I demuxed this using your method (which I've never tried)
I would expect to have to add 88 milliseconds of silence to
the demultiplexed audio track using goldwave, cool edit or
other s/ware .wav editor.
