I've noticed that on the DVDs that I've burned, the sound can be quite loud at times like during an action scene, and low when people are talking. I have to turn the volume up on the TV to be able to hear the people talking, but then the loud parts are really loud. Is there a way to even out the volume?

I can't think of any free tools off the top of my head, but the phrase you want to search for is "dynamic compression". That will help even out the sound, at the cost of some (small) quality.

You need to normalize your audio. You can use dvd2avi, TMPGenc, BeSweet, or just about any wav editor to do this.
Normalizing is specifically used to lower volume spikes and raise volume peaks.
