    I have an SVCD of MIB2 and it is VBR. It is exactly 1.34GB (1400MB) and I need a program that will split it into 2 exact 700 MB files. I cant do it by time sequence because the movie is VBR.

    Try BBMpeg, that will split the file in half and give you two seperate mpegs. http://www.divx-digest.com/software/avi2mpg2.html

    If you want to know how to cut an mpg file than read the cutting guides. Look in the EDIT link. There is a specific guide for cutting with bbmpeg.
