I know that TSCV accepts NON-STANDARD VCD's, but is there any other program that will also do this? ANY PROGRAM!!!! EVEN THE ONE'S YOU HAVE TO BUY!!!!

You can use Nero with compatibility check turned off or I-Author. Winoncd or Video pack 4 or 5 probably won't have a problem with off spec mpeg1 files but they may give a warning.
Other than Ez CD Creator most vcd authoring programs seem to be fairly leniant about your settings.
BTW, TSCV is just a gui for vcdimager. You may want to get vcdeasy or another gui or use vcdimager directly with XML scripting if you want to keep the same capabilities but just have a different interface. -

There is one porblem, when I use VCDEasy, my MPEG's are NON-COMPLIANT so I have to uncheck the COMPATIBILITY and ANALYSE options, but then I cannot add chapters.
