My video card does not have TVin/out. My DVD player does not play VCD. I want to show pictures on my TV that I have on CD-R or CD-RW from Easy CD Creator. Should I be looking at a different video card, a different player, or a different program or all 3?

A new DVD players is what you need. Some (many?) DVD players can read and display the pictures on a regular data CD. My Mintek 2110 can - but don't get that player; it has poor SVCD support. With mine, you can burn pictures, mp3s, and MPEGs on the same CD and scroll through a directory listing to choose your file.
So Easy CD Creator, as sucky as it may be, would be adequate, and I don't see how having TV in/out on your video card would have anything to do with the matter at all.
