I have a movie in bin format but without the cue file. i extracted the .dat file and used NERO to burn it to VCD. It loads it in the DVD player but when i watch it theres green blocks everywhere and the picture unwatchable! The sound is there tho. What am i doing wrong?

If you have a bin file without a cue file, then you can regenerate the CUE file by using VCDXRIP on the bin file and then immediately recombiling a new CUE/BIN with VCDXBUILD.
These two programs are part of the VCDImager package. VCDEasy is GUI to both if you don't want to use the command line:

Should when rebuilding the file, should i choose normal bin/cue or bin/detailled cue? -
Unless you are using Fireburner, use "detailed".
