  1. I have a DivX file that is 480x272, 20,000 fps and I am trying to encode w/ TMPGE. If I use the normal VCD formats (NCTS, PAL ect...) the preview play is choppy and the frame size is only 352x288. Should I still use these or is there something else I should use?

  2. if you take a look at this
    http://www.vcdhelp.com/vcd.htm
you will see what specs a VCD must comply to

If you take a 20fps video and encode it with any VCD template it will be choppy as extra frames have to be inserted to make up to the required framerate.

Unfortunatley I don't think Tmpgenc will encode at 20fps so there is not much you can do there. I don't think you are ever going to get a smooth playing VCD out of this divx so you will either have to put up with juddery playbakc or give up and move on. Sorry.
