Anyone here use Internet Explorer? Im having a major problem

Whenever I try and modify my links bar under the address bar it never does what I want it ! It just goes back to the same way it was before I try to make the change. I dont know what the hell is going on. I had version 6 but I uninstalled it and its still doing the same thing. Someone please help me if this is happening to you or if you know why this is happening...thanks!

Have you made sure you havent got the tool bars locked?
To check if you have or not go to the View tab up the top then click on Toolbars then see whether Lock the toolbars is checked. If it is just uncheck it then you should be able to move the tool bars around.
