I want that at the beginning of my video, appears a photo by five seconds
,in other words, the photograph appears as short video, then, play the video normally....

You could have the photo and video as sequential tracks in Nero, but there would be a tiny pause in between.
Another option is to use Ulead Video Studio 6, in this manner:
-Add a black static screen to the timeline (I like to start and end all vids with a black screen). Set the length of this however you want.
-Add your still image (photo). Set the length of this however you want.
-Add your video.
Insert the crossfade effect between the black and still, and between the still and video. You won't get any pauses this way.
Suppose you already encoded a VCD compliant mpg in TMPGEnc, and you don't want UVS6 to re-encode your video? Well, make this small change:
-Open a new project in UVS6, use your video as your template for the project (this way UVS6 won't re-encode anything but the crossfades).
-Add a black screen (storyboard, add color), and drag it to the beginning.
-Add your still (photo), and drag it where it needs to be.
-Add your crossfades.
-Save as a new VCD-compliant mpg. UVS will only encode what it needs to, and just remux the rest, so it won't take long.As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. Try this: record a 5 second blank wav file with sound recorder. Then Load your photo into TMPGENC and the 5 second blank wav file for the audio.
You them have a 5 sec mpg file after you've encoded it.
You can join this mpg file to your other movie file. I'm taking into account that your other video is a mpg If it not an mpeg you'll have to encode it to an MPEG file first. You didn't say what kind of movie file your original movie was. If it's avi or asf or wmv you can load that into TMPGENC as well and output that as well. You can then join the 2 mpg files together using TMPGENC program Select the file menu and then mpeg tools from that menu Select the last tab cut/join. Load both Mpegs into Tmpgenc on that tab then select a new output file and hit start or run.
If your looking for an all in 1 program
try Vegas Video, Premiere, Ulead video studio, ulead media studio these programs allow you to mix video an photos and even add text and music as well. -

in my situation , the first short video always will be the same,to simplify the solution & i will try the second option, create it with tmpgenc/wave recorded/photo/mpeg tools
my video is an avi captured with a codec divx 5.02, then converted to MPEG with TMPgenc, so, is a MPEG non standard (with this mpeg i make a vcd non-standard, which i can create a vcd of 90 or 120 minutes of duration in a only cd)

Making the photo-video merging a photo+audio file with tmpgenc there is a great solution (as said Myke) , but, when it is joined with the large-video, there is a "noise" at end of the short-video.....how can i correct it?

Thats the beep TMPGEnc adds sometimes when you join MPEG files.
One option would be to use MyFlix to join but it is not freeware.
Another option (which I do often) would be to demultiplex your final clip.
Open the audio (.mp2) file in a sound editor (Goldwave, Wave Editor) and zoom into the area where the beep occurs. Select that range (should be less that a second) and mute it. Save the final file. You may need to convert the output (WAV) to MP2. Multiplex the audio and video. There may be a slight loss of sound quality, but is not normally noticable. -
Houston, I have a problem!
TMPgenc adds beeps or mutes between both videos,
MYFlix can join them because my videos have variable bitrate. The constant bitrate is the standar in VCD format, but is a poor format
is there other software ?

I'm very interested in your mini guide, as I have discovered the wonderfull world of capture,Vcd encoding, chapters, menus, and (not quite there yet), transitions.
Up until now, I've opened up videos in Ulead 5.0 (avi's captured with huffy), and it seemed buggy. So then, my question to you is,
1) If I could render in AVI mode, how is it possible, when all the transition clips are in Mpg? Does the program realize the difference, and put it in a buffer before final encoding, or is that why my system seems buggy?
2) I feel safe only encoding in Tmpgenc, so how can you frameserve from Ulead 5.0?
3) Is it safe to reencode an mpg1(vcd)without much quality loss, and if that's the case, are you saying to let Ulead encode, and then remux in Tmpgenc so that you can make a true compliant VCD?
Your help would be greatly appreciated. Thanx so much.
