Can downloaderd file be ran through programs like svcd to get thr quality up a little (mostly on those 150 to 250 size files?Also I've encoded a few movies before an I was wondering what are those pupleish looking blocks that sometime come up then go away??

If it looks shabby when you download it, you can make it look just a hair better (but not much better) using various smoothing filters. Barely, and I mean just barely.

Also during conversion with program like TMPGEnc you need to higher the VFAPI plug-in plugin settings (DirectShow)
Select options > environmental settings
click the VFAPI plug-in tab
right click the "DirectDraw" and select higher priority, do this several times until its at the top with a value of 4
Apart from that, if the source has them (CAM movies) then there is not much you can do, any filters used would make the rest horrable.
