I've seen a friend exporting to a movie type ( i think is mov ) then he transfer to his PC and using TMPGENC to convert to mpg and the quality was supppppppperrrrrrrrrrrrrrrrbbbbbbbbb! But i juz cant find the correct combination.... He said he the encoding time is 1:2.......

The best method would be to buy Toast and convert it directly from the project. I would suggest exporting it with Motion JPEG A or B and then converting that into a MPEG-1 stream for VCD use.
Toast is a great encoder(since it is required to burn VCDs anyway) but another good one is Cleaner 5.
Since you have X, a very GREAT quality idea is going for SVCD.
